[Css-csts] another round of Framework testing

Hello all,

ESA and NASA performed another round of inter-operability testing of the Proto-Framework service today.

Progress was made.  The following issues will be addressed, and then we will try again:

1.       The ESA side will modify their use of the "Embedded PDV" abstract syntax notation structure - the Framework specification requires the use of the 'syntax' mechanism for identifying the content within the Embedded PDV.     (This is test 7F)

2.       The ESA side will modify their response to an Unbind-Invocation that is received while a procedure is started.  The Framework specification requires that the Provider (i.e. ESA) initiate a peer-abort due to a protocol error.  (The normal protocol is for the User to 'stop' before asking to 'unbind'; in this test case, the User is purposely leaving out the 'stop').   (This is test 10E)
