[Css-csts] Why Forward Frame Service

Dear CSTS colleagues,

In the context of investing various technical issues related to the
transition to a 'Solar System Internet (SSI)', the SISG has among others
looked into how the optimum ground station configuration would look like as
to allow the coexistence of conventional and the advanced SSI protocols. This
analysis came to the conclusion that such scenario requires a Forward Frame
Service. If you wish to understand to some detail, how the SISG Issue team
came to that conclusion, please have a look at the SISG Issue Resolution
document. The particular issue of interest here is there referred to as Issue
10. For your convenience, I have uploaded the document to cwe. You'll find it
