[Css-csts] Normative references to Guidelines

CSTSWG colleagues ---

At the Portsmouth meeting, the issue arose regarding whether the
Guidelines could be normatively referenced by CSTS Specifications. The
isue was raised because Tom Gannett had changed the normative reference
to the Guidelines in the draft Framework Red Book to an informative
reference. 

 

I had a discussion with Tom later that week about the issue, and he has
no objection to having the Guidelines Magenta Book normatively
referenced if it indeed levies requirements on the CSTS specifications.
Since the Guidelines book specifies how various tables in the service
specifications are to be read ( that is, the service specifications
would be unintelligible without the Guidlelines) it can continue to be a
normative reference. 

 

The reason that the Framework reference to the Guidelines was changed to
an informative one was not because the Guidelines book is (will be)
Magenta, but rather because there is nothing in the Magenta book that is
a requirement on the Framework.
