[Css-csts] CSTS FW Suitability for Foeward Synchronous Services

Action Item A#02-0510S states "JP will review the Framework
Specification in order to establish if (or to what extent) the FSEF
service can be supported. Also, JP will assess operations scenarios for
a CSTS-based synchronous forward frame service (coded and unencoded
frames), possibly identifying any shortcoming in the Framework to
support the service."
I have chosen to address the issues by attempting to define a strawman
Forward Frame (F-Frame) CSTS. The F-Frame service has been posed by the
IOAG Space Internworking Strategy Group (SISG) as a possible "catch all"
service that would provide asynschronous TC Frame, synchronous AOS
Frame, and synchronous CADU transfer service. The (currently
hypothetical) F-Frame service is a good vehicle for exploring the
ability of the CSTS FW to support both synchronous forward services and
multiple types of transferred data where the behavior of the service
varies depending on the the type of data being transferred.
The technical note "Strawman Forward Frame Cross Support Transfer
Service Description"is my response to the action item. It can be found

The technical note ended up being longer and more-detailed than most of
us (including myself) probably originally expected, but it occurred to
me that, ratehr than coming up with some artificial, one-off approach to
describing the issues and concerns, the best way was to attempt to apply
the Guidelines and the FW and see where things work and where they break
down. This approach also gives us a starting point for an actual F-Frame
service specification if and when we ever need to develop it.
