[Css-csts] suggestion (note in Framework spec)

Dear working group,

Suggestion:  Add a note to the Buffered Data Delivery procedure specification to this effect:
The Notify-Invocation for the 'end-of-data' notification is transferred within a Transfer-Buffer-Invocation.

Rationale:  It's not hard to make the mistake of sending the Notify-Invocation as a standalone PDU.  I know - I did.
