[Css-csts] CSTS Specification: Proto-Framework Service - START

Dear WG Members,
ESA is currently planning to update its CSTS Prototype and we came across
a small problem. In case a non-exisiting file name is given in the START
invocation of the Proto-Framework service it is not clear to us which
diagnostic shall be given. I would tend to use 'invalid range' although it
seems to be a little bit strange for a file name.
This may not be very relevant in the case of the Proto-Framework service
but we may have similar issues with other services in the future. Maybe it
would make sense to rename the diagnostic to something like 'invalid
parameter value' which would also apply to parameters where the set of
possible values has no defined order.
