[Css-csts] CSTS Framework draft 0.19 and ASN.1

Dear all,

I uploaded two documents to the "CSTS Framework and Concept" directory:
   "CSTS Procedures Definition Recommendation 0.19.doc" updated after our
   meeting in Colorado Springs
   "CSTS asn1 0.19.asn" containing the ASN.1 modules that went through a
   syntax checker. The modules are extracted from the Appendix D of the
   Framework Recommendation.
