[Css-csts] A#07-0409 Closure - Remove FGs from MD-CSTS

CSTSWG colleagues ---

At the Colorado Springs meeting, I took the action (A#07-0409) to "move
the monitoring service material identifying the basic functional groups
and functional resources (in section 2) into a dedicated White Paper."
This action item also indirectly included replacing the specific
functional group references in section 2 with comparable material that
was written in terms of generic functional resources. Finally, we agreed
to remove the specific functional group/function resource/monitored
parameters in Annexes A-E from the MD-CSTS specification and allow the
standard set of managed parameters and notifiable events to be defined
in a separate CCSDS standard.

 

I have extracted the functional group-oriented material from the MD-CSTS
specification and incorporated it into the White Paper "Baseline
Functional Resources for the CCSDS Monitored Data Cross Support Transfer
Service". 

 

The White Paper identifies the baseline set of functional groups (that
is, the functional groups associated with the five SLE transfer services
for which specifications currently exist) and the functional resources
that are associated with those functional groups. The White Paper also
includes the strawman lists of monitored parameters and notifiable
events for each of those functional groups that were formerly in Annexes
A-E of the MD-CSTS specification.

 

I have also updated the affected portions of section 2 of the MD-CSTS
White Book. These updates replace the specific functional groups with a
discussion of functional resources and describe the production of
MD-CSTS services and the cross support view in terms of abstract
functional resources. 

 

I have uploaded to the CWE a zip file containing both the White Paper
and a PDF of sections 2.1 - 2.5 of the MD-CSTS White Book at URL
