[Css-csts] Updated CSTS Guidelines draft on CWE

CSTSWG colleagues,
I have uploaded the next draft version of the CSTS Guidelines (CSTS
Guidelines_W-0.05.doc) to the

This version includes a number of updates:

- Incorporates Number of Instance changes from Berlin meeting.
-  Incorporate Y. Doat's comments on v0.4.
- Updates references.
- Adds requirements for specification of monitored parameters and
notifiable events that should be made available for the service. 
- Adds requirements for service-specific production specification if
production is not based on any existing standard(s)
- Fleshes out Section 2, including versions of Yves' diagrams from
Heppenheim.

I have not had the chance to compare this with the update to the Concept
Green Book that Martin released recently, but I hope to do that before
we meet next week.

I look forward to discussing this with you next week in Colorado
Springs.
