[Css-csts] CSTS Framework - Draft 0.15 is on line

Dear all,
I just uploaded the newest draft of the CSTS Framework on the CCSDS Web site
(in "CSS-CSTS/CWE Private/SLE Toolkit Procedures")

This draft will be the input for our discussions in Berlin and the objective
is to send it to CCSDS Secretariat by the end of the Berlin meeting.
