I looked at the text and here is what I found:
The note you refer to states:
"Apart from the start and stop production time that are included in the
START
operation, the specification of the selection criteria's of the data
depends
on the specific service and is not defined by this procedure".
The generic start (Table 3.7-1) do not extend the START operation.
The Buffered Data Delivery procedure (Table 4.4-2 START Extension
Parameter)
gives the following two extension parameters: start-generation-time and
stop-generation-time.
At some times, we agreed not to have extension parameters in the generic
START as the start and stop time depends on the procedures or the
services.
E.g. not all procedures need a start and stop time. As an example the
Unbuffered Data Delivery procedure does not need a start and a stop
time.
I will update the text of the note replacing "production time" by
"generation
time" so that the text is in line with the START extension parameters of
the
Buffered Data Delivery procedure.
Please let me know that answer solves the issue. If not, I will make
sure we
address it during the Berlin meeting.

Dear WG members,
For possible discussion in Berlin:
In the Framework spec (August 2008), a note at the top of page 4-59
explains
that the Buffered Data Delivery procedure does not add any parameters to
the
generic START operation:
"Apart from the start and stop production time that are included in the
START
operation..."
But on page 3-36, table 3.7-1 (that shows the START operation
parameters)
includes only the Standard Operation Header (confirmed).
Perhaps 'start-production-time' and 'stop-production-time' should be
added to
the START operation? (maybe they were accidentally removed)?
