[Css-csts] Section 2 of the Procedures Book, DRAFT 6

Dear All,
 
I have uploaded a new draft of the Procedures Book section 2 including the changes agreed and suggestions for a abbreviated section 2.6. For 2.7 this draft just highlights the sections that would need to be removed if we decide not to address SLE specific aspects in this book.
