[Css-csts] Updated NOTIFICATION procedure on CWE

I have just uploaded an updated NOTIFICATION procedure specification
(CSTS Notification Procedure_16.01.2008.doc) to the CCSDS Collaborative
Work Environment (CWE) > Cross Support Services Area (CSS) > Documents >

The update reflects the comments received at the 19 December 2007 CSTSWG
telecon. The technical content of the "Purpose" sections for the
operations is now covered in the Behavior section, and the treatment of
extension parameters is now in line with the rest of the Procedures
definitions.

There still remain several comments related to the unresolved issues
concerning the NOTIFICATION procedure: whether all NOTIFY operations
must be incorporated via the NOTIFICATION procedure (rather than being
able to be directly added to another procedure), whether the reporting
of production status can be disabled for an instance of the NOTIFICATION
procedure, and whether there is a need to be able to invoke NOTIFY
operations even before the START is invoked. There are also some
comments regarding the questions that I raised yesterday about where a
procedure "goes" following an unbind or peer abort.
