[Css-csts] Updated EXECUTE-DIRECTIVE and THROW-EVENT on CWE

I have uploaded updates of the EXECUTE-DIRECTIVE operation and
THROW-EVENT procedure specifications (CSTS EXECUTE-DIRECTIVE Operation
15.01.08.doc and CSTS THROW-EVENT Procedure 15.01.08.doc), respectively,
to the CCSDS Collaborative Work Environment (CWE) > Cross Support
Services Area (CSS) > Documents > CSS-CSTS > CWE Private > SLE Toolkit

These updated documents reflect the review at the December CSTSWG
telecon.

A. Changes to the EXECUTE-DIRECTIVE operation specification:

1. The directive-invocation-identification parameter has been removed.
The CSTSWG had voted to remove this parameter in Colorado Springs, but I
had not removed it until now because I was concerned that without such a
monotonically-increasing parameter the Provider would have no capability
to detect a missing EXECUTE-DIRECTIVE invocation. However, no
requirement for such a capability has been asserted, so the parameter
has been deleted.

2. The extension-parameter parameter has been removed. In keeping with
the decision to treat the extension-parameter merely as the way
extensibility is accommodated in the ASN.1, and not as a parameter on
its own.


B. Changes to the THROW-EVENT procedure specification:

1. Behavior relates to the (deleted - see above)
directive-invocation-identification parameter has been removed.

2. In accordance with the agreement from the December CSTSWG telecon,
the definition of the {clean up} compound action for the THROW-EVENT now
reads "The standard clean up behavior is common for all CSTS procedures,
and is defined elsewhere in this specification. Cross support transfer
services that incorporate the THROW-EVENT procedure may also include
service-specific additional clean-up behavior."
