[Css-csts] Updated Notification procedure on CWE

I have uploaded the latest update of the Notification procedure 
(CSTS Notification Procedure-v0.3-12.02.2008.doc) to the CCSDS

The update reflects the discussion at last week's telecon. In
particular, the references to the Notifiable Events Data Base and
Notifiable Events List Name Data Base have been removed.

There still remains an issue for this and all CSTS procedures - what is
the state of a procedure before the service is bound and after it
becomes unbound. This issue continues to be flagged in this update.
