[Css-csts] What should be in a derived service state table?

There is something in the Monitored Data CSTS (MDCSTS) White Book that I
wanted to point out at Wednesday's telecon but forgot about. Near the
end of the book, I have a draft state table for the service. I have two
concerns:

1) I do not know if I have represented the right amount of information
in the table, and 
2) Depending n the answer to (1), it may not be necessary to put a state
table in the individual service specifications.

Regarding point (1), I have attached a PDF copy of the state table for
the service, as it currently appears in the MDCSTS White Book. The
interpretation that I have taken for the state table in a service
specification is that it represents the state of the service. Thus only
those events that affect the states of the Association Control and the
prime procedure instance (in this case, the prime instance of the Cyclic
Report procedure) are included in the state table. The states of the
secondary procedure instances are *not* included in the service state
table - the only effect that any secondary procedure instance can have
on the state of the service is if one of them peer-aborts, and that is
represented by the 'peer abort' Incoming Event. 

Is this the proper scope of the service state table? If not, what events
should be included?

Regarding point (2), if the above scope is the correct one, then the
only thing that is service-unique in the service state table is the name
of the prime procedure in the (StartInvocation [prime Cyclic Report
procedure instance]) and (StopInvocation [prime Cyclic Report procedure
instance]) Incoming Events. If these names were simply changed to
(StartInvocation [prime procedure instance]) and (StopInvocation [prime
procedure instance]), the table would become completely generic and
could be placed in the Procedures Definition standard and implied for
every derived service.

Perhaps there has already been discussion of this topic in CSTSWG
meetings that I missed or have forgotten, and if so please accept my
apologies for raising the issue again.
