[Css-csts] Mapping of the version 0.91 Real-Time Radiometric White Book onto the latest CSTS Toolkit Procedures

The last draft of the Real-time Radiometric Data Transfer Service
(RRDTS) White Book was version W-0.91, issued in August 2005.  Since
then, the CSTS Toolkit has changed fairly significantly. I have placed
in the CWE folder CSS/CSS-CSTS/CWE Private/Future Services folder a
technical note(RRDTS-CSTS_MappingV2) that focuses on the mapping of the
v0.91 RRDTS White Book operations onto the CSTS procedures and
operations specified in the February 2007 Draft Recommended Standard
Procedures Definition for Cross Support Transfer Services:

An earlier draft of this White Paper was provided to Yasunori Iwana of
JAXA, the designated lead for the development of the Real-time
Radiometric Data Transfer Service (RRDTS) White Book. Due to a change in
assignment, Mr. Iwana is unable to continue working on the RRDTS and is
in the process of handing over the work to his to-be-determined
replacement from the Tracking and Data Acquisition Department. But he
was able to offer some comments on that earlier draft, which are
included in the version that has been posted.
