[CMC] SM&C Chair and Deputy Chair nomination

Dear MOIMS AD,

I write this note on behalf of Nicolas Bobrinsky, the ESA representative 
in the CMC, and not in my capacity of MOIMS AD.. 

ESA nominates Dr. Mehran Sarkarati for the position of SM&C WG Chair. In 
case of success of this nomination, Mehran will step down from the 
chairmanship of the Mission Planning & Scheduling WG, which he currently 
covers. More information on Mehran is attached.

Dear CMC members,

After several years of service with CCSDS, Dan Smith (NASA), the current 
SM&C WG Chair, will retire by the end of March. 

In addition, Sam Cooper (ESA), the current SM&C WG Deputy Chair, has 
voiced his desire to step down from his management role to focus more on 
the technical work of the WG.

In accordance with the CCSDS Organization and Processes, CCSDS A02.1-Y-4, 
Sec 2.3.3.4, in my function of MOIMS Area Director, I kindly ask the CCSDS 
member agencies for candidates for the following positions:
SM&C WG Chair
SM&C WG Deputy Chair.

Suitable candidates should have familiarity with the topic, processes, and 
standards. Please provide me with your candidate, if any, by 05Feb2021.

Let me also take this opportunity to thank Dan and Sam for their 
outstanding contribution to the CCSDS in general and to the SM&C WG in 
particular.
