[CMC] Current Health Situation in France regarding the Fall CCSDS Meetings

Jean-Marc Soula has prepared a document detailing the current health situation in France as it pertains to the fall 2020 CCSDS Meetings. As this information changes, Jean-Marc and the Secretariat will provide updates to the CMC to aid in preparations.
