[CMC] Consolidated Requirements for new CCSDS RID Tool

Dear all,

Please find attached a consolidated Requirement spec for the future CCSDS 
RID Tool.

I have taken into account the hundreds of comments received from WGs and 
Areas. It is, by no means, a completed spec, but it allows to start the 
second iteration. 

I recognize that the current spec
it mixes requirements and procedural practices
requirements are not good ordered
but this will be solved in the second version.

I would like to ask the WGs Chairs to take a view to the doc (only 7 
pages) and (f possible)  give feedback to your AD/DAD during your next 
Area Plenary to be held on Friday 21st October 2016.

CESG will discuss them during our meeting on 24th October.

NOTE: PLEASE DO NOT SEND ME YOUR COMMENTS. I PREFER TO GET THEM AT AREA 
LEVEL.
