[CMC] SEA Resolution SEA-R-2015-12-001 CMC poll to instruct SANA to recover SCIDs assigned to simulators

Dear CCSDS Secretariat,

Please find attached the SEA resolution concerning the CMC request to recover SCIDs assigned to simulators.  This requests that a CMC Poll be created to direct the SANA to recover SCIDs assigned to simulators once the CMC-A-2015-11-02 time-out on the request for agencies to voluntaryily relinquish SCIDs has expired.

The System Engineering Area,

CONSIDERING that:

That the CMC Action Item, CMC-A-2015-11-03, instructed the SEA AD to "create a resolution as a result of a CMC poll that would inform the agencies that SANA plans to take back the simulator IDs assigned to them. “, and that

The SANA has initiated the task requested in CMC-A-2015-11-02 to inform the Agencies of the SCIDs that are assigned to simulators, and that

The SANA has requested that the agencies voluntarily relinquish SCIDs following the procedures stated in CCSDS 320.0-B-6 by 31 January 2016, and that

There is no risk to operating spacecraft in relinquishing SCIDs assigned to simulators since these SCIDs should never, in any event, be radiated.

And RECOGNISING that:

The CCSDS Policies for the SANA are under the purview of the CMC (Sec 2.3.1.4.7);

RESOLVES to request:

That the Secretariat create the necessary poll for the CMC to direct the SANA to pro-actively recover all SCIDs assigned to simulators and other “flight-less birds” once the time-out on the CMC-A-2015-11-02 request for agencies to voluntarily relinquish them has expired, nominally 31 January 2016.
