[CMC] Framework update.

Since the Framework is mostly for our internal operations, it is shown as a tab on the CWE page.

Some Framework functions are public, but since there are many that are not public, I wouldn't want to frustrate visitors by showing them links that aren't accessible by them.  That's generally considered bad website practice.  So we can leave it as a CWE tab to make it easy for our own teams to find even if they don't have the link bookmarked.   But it shouldn't be immediately visible on our most public page at ccsds.org.

In the meanwhile, if there is a discussion with some folks external to CCSDS (like agency management or SC14), we can send them the link to specific framework pages quite easily, and know which ones are publicly accessible.

Indeed, a very convenient, multidisciplinary tool for providing a quick look
acquaintance to an user.

Unless I missed it, is it possible to, somehow, insert in the main CCSDS Web Home
Page an explicit pointing text, perhaps, named CCSDS Management Framework,
pointing directly to the Web page <http://cwe.ccsds.org/fm/default.aspx>?

CMC Colleagues:  The Secretariat has provided some improvements to the Framework page.

Besides some reorganizing to improve clarity, the color code now makes it easy to see what areas of the framework are public (green background).  The Rapporteur lists now have NASA, ESA and CNES (other agencies should ask the Secretariat to add theirs, also).

All in all, the Management Framework has developed into a great organizational tool.

Looking forward to visiting with my colleagues in London.  Please register, and please notify the Secretariat if your agency will be represented by a substitute, or will not be represented.
