[CMC Alert] Review of Org&Procs Yellow Book Update

Dear Tom,

Please find below my comments on CCSDS A02.1-Y-3, Organization and Processes
for the Consultative Committee for Space Data Systems (Yellow Book, Issue 3,
July 2011.

General

This document should INCLUDE the description of a procedure to waive the
requirement for all blue books to include a proforma Implementation
Compliance Statement (ICS).
Note 1: I understand this was agreed at CESG level but never implemented in
the document.
Note 2: the ICS does not make sense for some blue books, le.g. in the area of
RF&Modulation)
ESA proposes this waiver to be submitted by WG chair to Area Director for
approval.

Specific

Section 6.2.6.1 Approval Criteria (page 6-12), b), 1), 4th bullet

–     each Recommended Standard shall contain,  an ICS proforma as a
normative annex, unless a waiver has been granted (see section tbd describing
the waiver procedure) ;

 Also there are 98 comments from CNES that have not been dispositioned
because "no specific change is proposed". However some of the comments are
very relevant and an answer to all these comments shall be provided

Dear CMC Members,

Attached is the current draft update to CCSDS A02.1-Y-3, Organization
and Processes for the Consultative Committee for Space Data Systems
(Yellow Book, Issue 3, July 2011), along with a new draft Yellow
Book, which provides guidance to working groups in the development of
ICS proformas and which replaces annex F in the 2011 issue of CCSDS
A02.1-Y-3. Also attached is a Word-file comparison of the current
published issue of CCSDS A02.1-Y-3 with the draft update.

Also, I have been reminded that some comments submitted as part of
the last review of this document did not receive dispositions,
predominantly because they did not propose specific changes. For
convenience, a list of those comments has been attached in the hope
that they may now be settled through the suggestion of specific
changes. Some of those comments may not be applicable to the current
version, however.

Please review the attached documents and return any comments on the
drafts to me, with CC to CMC-exec at mailman.ccsds.org, no later that
December 6, 2013.
