Kimura-san, thanks very much for your suggestion.  Ideally, I also agree that it would be good to have the agency reports at the beginning of the meeting.  However, the problem is that the agenda is based on two principals...  (1) The SC13 meeting is in the middle of the week to insure needed attendance by SC13 representatives, and (2) Items that require CESG attendance are at the end of the meeting so that CESG attendees can leave early.  After I saw your note, I experimented with putting the agency reports on the first day, but the only way to do that was a "ripple effect" that required CESG members to stay until noon on Wednesday.  Right now, they stay only until noon on Tuesday, because they are not required for the Agency reports.  

I have consulted with the CESG chairmen on this, and they said that they cannot agree to extending all 13 CESG members to stay an extra day, because of both work obligations and travel expenses.  So as it stands right now, I cannot move the Agency reports to the first day.  

We should discuss this during the "meeting planning" agenda of the CMC meeting, and if the agencies all agree that we want the Agency reports on the first day, then we can discuss with the agencies about what agenda items require the CESG members in attendance, and for how long during the CMC meeting.  

On your second question about the procedures, manual... Yes, the procedures manual will not be published prior to the CMC meeting, so we can discuss the issues that were raised during the CMC poll.

Thank you very much for the agenda.

It is well organized as always, but I have one request:
I would appreciate if we can move the "Agency Reports" on the third day to the first day after CESG report.

The Agency Reports include their comments on the agenda items and important updates of each agency. Learning about them on the first day would facilitate me(us) understand the whole picture of each agenda in advance so that we can be ready enough for the discussion. Another advantage is that it would enhance the quality of our conversations that might take place during our stay.

I hope we can find a time slot to fit that in.

Concerning the agenda item "6. Procedures Topics - Procedures Manual Update - 6.1. Poll provisions review", we take it from the agenda that the publication of Yellow book:CCSDS A02.1-Y-3, "Organization and Processes for the Consultative Committee for Space Data Systems. " is kept until the CMC discussion.

Agenda for Netherlands CMC meeting
The agenda for the CMC meeting in the Netherlands is attached.  Comments or 
requested changes from the CMC are welcome.  Things to note:

*         This is a very full agenda, a full 3-day meeting.

*         Because of the extremely busy set of topics that we want the CESG 
to participate in, I could not arrange the Secretariat report until the last 
day.

*         We are scheduled to meet until 1700 each day, including the last 
day.

*         The ISO TC20/SC13 agenda will be released soon.

Rapporteur Listing in the Framework.

*         NASA had a need for an online listing of our rapporteurs, and we 
made it so that other agencies could do the same.

*         Got to the framework (http://cwe.ccsds.org/fm/default.aspx) and on 
the bottom right, you will see it.

*         http://cwe.ccsds.org/fm/Lists/Rapporteurs/AllAgencies.aspx

*         Right now it only includes NASA and ESA Rapporteurs.

*         This is not required, it is an optional service if your agency 
wants it.

*         It provides a good reference when someone wants to find out which 
of your agency's people can tell them about your agency's positions in that 
working group.

*         If you want to add a few rapporteurs for your agency, send the 
info to Tech Support (in CC above).

*         The rapporteurs, of course, must have a CWE profile.
