[CMC] RE: ICPA review

Dear all,

sorry for the late response but the deadline for comments was on a week-end and I had no internet access.
I hope the below may still be taken into account.

I have included in the same message the comments from both the IOAG and the CCSDS CNES Rep.

General:
The ICPa is fine and will definitely help in the future coordination between the two organizations.

IOAG comments:
- Spacecraft Perturbations Message (CCSDS 507.0), Spacecraft Maneuver Message (CCSDS511.0)  and Pointing Requests Message (CCSDS 509.0) do not formally belong to an IOAG SC#. They have not been reviewed and ranked. As they are in Priority 3, it doesn't hurt for the short term. Comment should indicate : "Priority TBC" or "under review".
- Conjunction Data Message was evaluated by IOAG and should read "Priority 1".
- As RF & Modulation standard (CCSDS 401.0) is an underlying standard to most of the services in SC#1, it should be in "Priority 1" ... or the details of the Projects in progress should be pointed out if we want to differentiate priorities at a lower level.
- SM refactoring : An IOAG comment should be added to refer to the March 30 letter from IOAG to CCSDS, as "Priority 1" is allocated based on the requirements and priorities in that letter.
- It would be appropriate to add those documents  to be produced by CCSDS as an answer to the IOP request to develop a SSI architecture : if already in the list, such documents should have a comment that they belong to this category ; if not yet in the list, such documents should be added (e.g.: Cross support service architecture) even if a MB.

CCSDS comments:
- LDPC codes (CCSDS 131.0) : What is the meaning of "all tasks completed" ? Wasn't it published and approved at ISO together with its companion MB on coding profiles ?
- SCC codes (CCSDS 131.2.B1) : What is the meaning of "all tasks completed" ? Wasn't it published after the CMC epoll for publication closing on March 1st 2012 ?
- IP over CCSDS (CCSDS 702.1) : Is the status "Behind schedule" to be updated ? Won't it be published after the CMC epoll for publication closing on Sept 14 2012 ?

CMC members:  The IOAG-CCSDS Product Agreement (ICPA) is ready for your review and a vote before baselining it.

The four joint IOAG and CCSDS technical leaders that have compiled this data, based on existing agreements and understandings, are Adrian Hooke, Wallace Tai, Gian-Paolo Calzolari and Michael Schmidt.  At the same time the IOAG will be reviewing the ICPA and compiling any comments that they may have.

If you have comments, please send them to the Secretariat and the CESG Chairs (Adrian and Nestor) by September 15.   You can copy the CMC mail list if you feel that your comments need review by the rest of the CMC.

The overall schedule is this:

CMC review from now until Sept 15 (7½  weeks from now).  This long period is to accommodate summer holidays.
On Sept 17 comments and changes will be incorporated.
CMC poll from Sept 18 until October 2 to approve the baselined ICPA.

A quick refresher on the ICPA:

The first seven column describe the CCSDS document projects from our database.  Notice "IOAG Services" in that document are listed.
There are three IOAG columns that describe their priority, need dates and comments.
There are two CCSDS columns that describe the CCSDS response to the IOAG statements.

"Agreed" in the CCSDS column means that the document work is approved and we agree to meet the IOAG requested priority and schedule.   "Under Review" in the CCSDS response simply means that CCSDS cannot yet agree to providing the document on the requested schedule, usually due to resource limitations.  Notice that all of the "Under Review" items say "Unapproved" in the Charter column, because that work has not yet been approved by the CMC.

I hope this goes smoothly and we will soon have a functioning online IOAG-CCSDS Product Agreement database.
