[CMC] Authorization to create the Digital Repository Audit and Certification Working Group

Dear all,

You will find attached an updated version of the RAC WG schedule and a first
draft of the WB (the future MB), which is more that a concept paper.

I believe that both documents respond to the comments raised by all
representatives who adopted provisionally the poll.
i.e.
BNSC  - PA
CSA   - LH
DLR   - MP
INPE  - EB
NASA  - MK

Please let us know if you have further comments.
