[CMC] Request for ISO TC20/SC14 formal review of the Orbit Data

CMC Chair: with regards to the CCSDS Navigation WG collaboration with
ISO TC20/SC14/WG3 on the Orbit Data Messages update (502.0-P.1.1),
the current status is:
1. CESG Review of the document has completed.
2. The CMC Poll authorizing Agency Review was passed.
3. Tom Gannett/Erin Kahn have started working to establish the joint
document review (CCSDS & ISO)
In order for the CCSDS Navigation WG to make satisfactory progress on
completing the document, it is necessary to get the joint review
described in #3 above started as soon as possible, in order for the
WG to be able to work on RIDs at the Berlin meeting.
Accordingly, I would like to ask that the CMC should extend a formal
invitation to ISO TC20/SC14 to review the CCSDS Orbit Data Messages
document 502.0-P.1.1. This initiative is a natural evolution of the
CCSDS-ISO TC20/SC13 reference correspondences N404/N529 and
N405/N530, as of August 2007. The invitation should note that for
the purpose of this particular document, and any subsequent draft
versions, the ISO TC20/SC14 is considered a special ad-hoc member of
the CCSDS, with the document review privileges normally granted to
CCSDS Member Agencies. These privileges include the submission of
RIDs by the participating reviewers, which will be collected and
processed by the overall technical coordinator of the review
i.e., the Chairman of the CCSDS Navigation Working Group, Mr. David
S. Berry).
The invitation letter should specifically note that:
1) This review is one of the required steps in the process of
producing Orbit Data Messages (CCSDS 502.0-B-2) as a CCSDS
Recommended Standard;
2) Since the CCSDS has a requirement for the creation of
interoperable prototypes as part of the standardization process, the
CCSDS assumes that at least one of the prototypes using the new
message type will be created by ISO TC20/SC14.
The CMC action to extend the invitation to SC14 is requested by July 11, 2008.
