[CMC] RE: CMC poll for SOIS WGs

Some additional input on the poll for the SOIS WGs (ASSWG and SNSWG):
There is some confusion as to whether these WGs previously existed, and
as a result whether this poll is to approve a new charter or approve a
revision to an existing charter. The confusion comes from the fact
that in some ways (for example on the website) references to the
previous SOIS working groups (the Onboard Bus and LAN WG and the Time
Critical Onboard Application Services WG) were simply renamed to the
newly proposed working groups. Also there is confusion because earlier
polls to approve these charters (embedded in multi-function polls
including document actions) were conducted but never completed... the
provisions were not satisfied. Therefore, the Secretariat has no record
of charters for these specific working groups ever having been approved.
So, I advocate that the CMC please just bears with us and approve these
documents as new charters, and we'll clean up the paperwork within the
Secretariat after the polls are complete.
Also, keep in mind my point below: NASA does plan to support the
working group after all, just not lead it.
I hope these clarifications will allow the CMC to approve the charters
and let the work proceed.

CMC members: This is a heads-up on the NASA vote on the CMC poll for
forming the SOIS Application Support Services Working Group. Our vote
is "approve with provisions" with the following provision:
The provision for adopting this is that "NASA" must be removed from the
resources section, for both working group chair and research and
prototyping activities. NASA will not object to the formation and work
within these SOIS WGs, but we are unable to commit significant resources
to them at this time. NASA may participate on an ad-hoc basis if
resource opportunities arise, but this should not be counted on as part
of the decision to form the WG.
This will leave the charter with only BNSC and ESA in the resources
section. It would probably help other CMC members vote if they could
have a statement from BNSC and ESA to confirm that they can meet the
goals of the WG even without regular NASA participation.
