Dear CMC members,

Attached are the responses to the provisional comments to the following 
SOIS WG charter approval polls:

CMC-P-2007-06-003: Authorization to establish SOIS Application Support 
Services Working Group

CMC-P-2007-06-005: Authorization to establish SOIS Subnetwork Services 
Working Group


If you provided comments, then please review the responses on the Poll 
Item Disposition (PID) forms.  If the responses are not acceptable then 
please inform the Secretariat by 6 July.  No response will indicate the 
approval of  the charters (also attached) which will be published in the 
CCSDS Operating Plan.

RESPONSE: Discussions have already taken place with AMS and MOIMS working groups on the messaging protocol to be adopted by SOIS. It was concluded that MAL and MTS can be considered as being met by AMS. Therefore AMS has been selected for the SOIS messaging protocol.

please clarify, why the goal of the working group is only to provide a magenta and not a blue book.

RESPONSE: : The final decision on the release of Magenta or Blue books has not yet been taken. Currently, SOIS is concentrating on developing services and it was the opinion of the CESG that these alone do not constitute blue book material. Once the SOIS services are supplemented with protocols and prototyping efforts are completed, a final decision will be taken on the colour of the CCSDS book. The SOIS WG is clearly aiming at BlueBooks.

For the sake of long term, effective onboard cross support, the widest possible Agency participation is certainly a fundamental factor in the work which is under proposal. The current Charter is an update of the already existing WG, naturally touching the higher, application layer, as a natural complement to the Subnetwork Services WG Charter which is also under consideration, at the moment. The Charter should explicitly include a justification which explains why the Magenta Book set is under consideration, in place of a Blue Book one.

The NASA provision for adopting this is that NASA does not currently have the resources to commit to a leadership role, so "NASA" must be removed from the "Working Group chair" line of the Resources section.  NASA will agree to remain in the research and prototyping activities, although the exact support level is TBD.  NASA therefore plans to support the working group, but only as resources are available. NASA does intend to actively seek to secure new future resources".

It is understood that the already existing WG is re-addressing a new version of its Charter. It would be understood that a set of Magenta and, not of Blue Books is under consideration because it seems to be not clear yet how extensively a truly standardized profile of services can be achieved, in view of a suite of different underlying onboard busses that have to be taken into consideration. The risk management approach of caring for a minimum capability of services is certainly a prudent approach, in this case. Still, the Charter should include the justification why the Magenta, and not the Blue Book is expected to be the final product.

RESPONSE: Chris Taylor (ESA) will replace Richard Schnurr (NASA) as WG chair.  Glenn Rakow (NASA/GSFC) is proposed to serve as deputy chair.
