[CMC] OMG proposal for Space Info Day

The Space Information Day attendance in Brussels was very  
disappointing - just a handful of people. Accordingly, the OMG and  
CCSDS leadership jointly agreed that it would be a better use of CCSDS  
and OMG time if we try to arrange joint technical sessions at major  
conferences, rather than organize another session at the OMG meeting  
in Washington next March.
