[CMC] First draft: proposed updated CCSDS-OMG "MOU"

Adrian,

Looks good to me. A few questions and comments though.


It states that 

*	Using this liaison and notification mechanism, the two
organizations agree to consult with each other at the technical level
before unilaterally starting new application layer standard development
projects in the space domain, with a view towards avoiding unnecessary
competition and duplication of effort.

Is the meaning of "application layer stardard" clear and agreed by both
parties. I ask as only some of our standards would be covered by this,
so it is important to be clear what is in and what is out.


If a joint project is undertaken in one mode or the other, are we clear
how everyone can take part in the reviews?

If a joint project is undertaken in "a blend of both modes", do we know
what that means?


Completely separately, it struck me that this MOU is pretty close to the
arrangement that we need with ECSS.
