[CMC] CCSDS relationship to the ECSS [RE: CMC-R-2006-01-00]

Dear Jean-Marc,

The ESA position (endorsed by my management)  is the following:
The sending of the MoU draft was neither formal nor official and therefore 
should not have been subject to vote (e.g. ESA has not voted).
It does not support this MoU under this circumstance.
Thus the CMC shall rather wait for an official ECSS note.

My understanding is that the ECSS is reconsidering its position on this 
aspect.
