[CMC] Cross Support Services Area appointments

Please be advised that at the CCSDS Management Council meeting this 
morning, the following CSS appointments were made:

1. Yves Doat was appointed as the Deputy Area Director for the Cross 
Support Services Area.
2. Eric Barkley was confirmed as the Chairman of the SLE Service Management 
Working Group
