[CMC] CMC Resolution CMC-S04-R1: "Security Mandate"

CNES answer to Action Item CMC-S04-A15 :
 
While recognizing the need for an increase of resources on the Security WG to include a Security section in the Blue Books, CNES is not in a position to increase, in the upcoming six months period, its contribution to that WG and activity. This position will be revisited at the end of the year and a new statement will be made at the Fall 2004 meeting.
 
Considering the SLE blue books, CNES recommends that the pink sheets on RAF and FCLTU are published as well as the red book version of RCF, in particular because there is a strong requirement from IOAG for a release of this last book as blue book by the end of 2004. If resources are missing for the Security Audit, they should concentrate on the three above mentioned recommendations and not jeopardize the chances to have soon an RCF blue book .
 
We have no objection that a new action item is added to the CMC minutes, asking CESG to adapt the Operating Plan and WG charters and encompass the security audit at the level that the additional contributions from agencies will permit.

CMC Chairman: Resolution CMC-S04-R1 reads as follows:



CCSDS resolves to reaffirm its requirement for the inclusion of a security section in all future CCSDS Recommended Standards (Blue Books), including those that are in an advanced stage of development. To accomplish this, the CMC is asked to increase the resources for the Security WG to support an additional "Security Audit" function that will assist each WG in developing the rationale and explanation as to why or why not Security must be addressed in the CCSDS Recommended Standard, or to clearly state that Security has not been addressed owing to lack of resources.



Resolutions are intended to convey the broad will and intent of the CMC membership. Resolutions must be translated into one or more Action Items that will execute them. At present, Action CMC-S04-A15 reads as follows:



Poll agencies to see if they are willing to provide the resources necessary for the Security WG to support the addition of a new Security section to all future Blue Books. Assigned to: Agencies (All) Due: 30 June 2004



We are clearly past the due date for Agencies to identify their willingness to provide these additional Security resources, and there have been no responses. The CESG is therefore struggling with how to deal with the "unfunded mandate" that is implied by Resolution CMC-S04-R1. In particular, since there is pressure to progress the SLE specifications to Blue Books, it is not clear whether the CMC intends that Security must be addressed prior to their release - and if so, how the necessary work will be funded.

Could the CMC kindly advise the CESG as soon as possible with respect to their intentions to provide resources to support the "Security Mandate"? Similarly, if an Action Item needs to be levied on the CESG to generate modifications to current WG charters to perform this additional Security work (and to commensurately estimate the needed resources), could that Action Item please be added to the Spring 2004 minutes and transmitted to us?
