Here is the DLR position to the strategic plan.

Comments on the Strategic Plan of the Consultative Committee for Space Data
Systems, - CCSDS A01.1-Y-2 - April 2004 – Draft 3 
 
Page 1            Update of the strategic plan should be done every 3 years
and on request by CMC. Beside the update of the strategic plan CMC should
review the given structure and procedures in the same time cycle to find the
most effective structure to solve the upcoming issues.
Page 2            The goals for 2010, 2020 as well as the yearly goals
should be formulated so that the values are really measurable.
Page 3            Add to the Operating strategies a sentence on liaisons. 

Page 4 ff         Update to the current available Domain, Area, WG
descriptions and goals
