[CMC] Restructuring schedule

CMC members: with respect to step 1, is it the intent of the CMC that:
a) each Agency should independently submit its list of preferred candidates
for WG/BOF chairs, and that the Area Directors should then make their
provisional selections from the overall "pool" of candidates, for
ratification in step 2, or;
b) that the CMC is going to pre-integrate the list to ensure proper Agency
balance in the candidate pool, and submit that single integrated list to
the Area Directors?
Personally, I would recommend that process b) should be followed. However,
note that the agreed deadline for step 1 is the close of business today.
