[CMC] Restructuring schedule

As a reminder of the agreements reached in Matera, the schedule of the next 
steps towards the final adoption of the new CCSDS structure on 19 May is as 
follows:

1. The CMC will nominate the WG Chairs and Deputy Chairs (24 April)
2. The Area Directors (ADs) will select the WG chairs and the CMC will
    confirm their appointments (28 April)
3. The ADs and WG Chairs will draft the final
    WG charters (28 April - 12 May)
4. The CESG will review the overall set of Area and WG charters for
    consistency and cohesiveness (12 May - 19 May):
    -- The CESG will identify technical and resource issues
    -- The CMC will schedule telecons as necessary to resolve issues

Steps 1, 2 and 4 correspond to action items CMC-S03-A01, A02 and A04 in the 
Draft Action Items from the CMC that were circulated by the Secretariat on 
18 April.
