To the projects in general, they need updating, revising etc. I think we’ve gotten in the habit of creating them, getting approval, and never looking at them again.

Dear Erik, Dear Holger,
Concerning Condition 2, Holger has explained to me that the prototyping rational: In my simple understanding you argue that a) the procedures used in 922.4 are not changed and already prototyped as they are drawn from other blue books and already prototyped. b) 922.4 is only assembling prototyped procedures, which means interoperability is not affected.
With that explanation I withdraw Condition 2. To ease the procedure for next time, I suggest to delivery the rational for the prototyping approach with the CESG approval poll.
Concerning Condition 1, maybe I should have been more precise. There is a project description, but it is not fit for purpose to decide on the aspects I mentioned. After pondering over that point, I believe that it is not my place to raise a condition here and withdraw it. For good practice I will voice to the CMC that it is my opinion that project descriptions must answer the two points (clear scope & mission need) before approval.

Condition 1: Here is the project screenshot, with the project description:

It will note that it strains credulity that CMC will approve a project without any project description or that the CSS Area would proceed without such approval. I believe this condition is null and void.
Condition 2: Holger has addressed this. In addition, I can refer you to the CESG/CMC Meeting of November 2023 where the waiver was granted in response to the CSS report. From the CSS Report of November 2023
* “SC-CSTS prototyping
* Emerging SC-CSTS recommendation makes use of the CSTS Framework
* Procedures neither extend nor restrict the CSTS Framework procedures
* Ie., the procedures/operations that are in the SC-CSTS have already been prototyped, published as part of the CSTS Framework BB
* WG and AD concur that prototyping for the recommendation will not add anything beyond prototyping already done and will seek prototyping waiver”
The waiver was subsequently granted. As procedural point of order, a prototype report is not required until the book is going for publication poll. This was a poll for agency review. As such I believe this condition is null and void.

The prototyping for the CSTS Service Control is relying on the CSTS Service Specification Framework, a published blue book (https://ccsds.org/publications/bluebooks/entry/3008/<https://urldefense.us/v3/__https:/ccsds.org/publications/bluebooks/entry/3008/__;!!PvBDto6Hs4WbVuu7!JglJi5ZOjANS7E0Ks47o8_lgZTSLrFfOJOHYwbHbgEOC4vHyjPbgOIiljIGGUlgsoVcjvN3rrnGXZLssgjguBKmGqnLGrwD6xjg1$>) which was prototyped. That prototyping included the operations and procedure which have been adopted unchanged by CSTS Service Control from the CSTS Service Specifications Framework. As such, CSTS Service Control Prototyping would have been a repetition of a prototyping already performed. That was driver the waiving the for prototyping, which is possible.

Condition 1: 922x4 does not have a project description in framework, this means it is not clear what has been approved by CMC. Scope of project and mission need is undefined. We need to ensure and verify that missions adapt this book before publication. This needs to be clarified.
Condition 2: Prototyping has been waived according to project MSs in 2023. This is not in line with the requirements for a blue book. The introduction of control services is a significant change.
