[CESG] CCSDS LunaNet SIG - Draft Charter

Clemens has kindly prepared the draft charter for the CCSDS LunaNet SIG, as
per action from the last CESG meeting. Please find it attached.

Could I ask you to review it?  I will schedule a CESG meeting shortly were
we can discuss any comments you may have.
