Peter:

Per your instructions in the JPL Data System Standards 
Coordination Meeting the other day, I have attempted to clear up 
the conditions you raised on the Navigation Data Message XML 
Specification V.3. I have attached a revised version of the 
NDM/XML V.3 Test Report, which provides information on the 
changed scope of this version of the standard, removes 
discussion of the waiver which you felt was no longer relevant, 
and documents that there were in fact 3 independent tests of the 
revised ODM material (see Section 2 in the attached for the 
revisions to the Test Report).

Please advise as soon as possible if these measures do or do not 
resolve your concerns, because the material in this document is 
paired with the Orbit Data Messages Version 3 document. The CMC 
"Approval for Publication" poll was opened today; I had hoped 
that the ODM V.3 CMC Poll and NDM/XML V.3 CMC Poll would be 
conducted in parallel due to this pairing. 

If you feel that the conditions are considered resolved, perhaps 
the Secretariat can create the CMC "Approval to Publish" Poll 
for the NDM/XML 3 so that it does in fact run concurrently with 
the ODM V.3 poll?
