SEA-R-2020-03-01: Request that the CMC approve draft project DELTA-DIFFERENTIAL ONE WAY RANGING (DELTA-DOR) OPERATIONS for SEA Delta-DOR WG.

The System Engineering Area,

CONSIDERING that:

The Delta-DOR WG has proposed a modification to the signal format transmitted by spacecraft for the purpose of enabling Delta-DOR measurements, and that
The Delta-DOR WG has published in CCSDS 501.1-G-2 the technical advantages of the modified signal format and the necessary changes to operational procedures for supporting the modified signal format.

And RECOGNIZING that:

The CCSDS Organization and Processes (A02.1-Y-4) Sec 5.5.2.1.3 defines the process for approval of projects:

Projects shall be subject to approval by the AD and authorization by the CMC via polling.

and that,

The existing Recommended Practice for Delta-DOR Operations (506.0-M-2) needs updating to include support for the modified signal format, and that
This update is central to the work of the Delta-DOR WG, and that
The SEA AD wishes to ask that the CMC approve the draft project DELTA-DIFFERENTIAL ONE WAY RANGING (DELTA-DOR) OPERATIONS.

RESOLVES to request:

That the Secretariat initiate a poll requesting the CMC to approve this request.
