<p class="MsoNormal"><span style="font-size:11.0pt;color:black">The Delta-DOR WG has proposed a modification to the signal format transmitted by spacecraft for the purpose of enabling Delta-DOR measurements, and that<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:11.0pt;color:black">The Delta-DOR WG has published in CCSDS 501.1-G-2 the technical advantages of the modified signal format and the necessary changes to operational procedures for supporting the modified signal format.<o:p></o:p></span></p>

<p class="MsoNormal"><span style="font-size:11.0pt;color:black">And RECOGNIZING that:<o:p></o:p></span></p>

<p class="MsoNormal"><span style="font-size:11.0pt;color:black">The CCSDS Organization and Processes (A02.1-Y-4) Sec 5.5.2.1.3 defines the process for approval of projects:<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:11.0pt;color:black"> <o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:11.0pt;color:#0070C0">Projects shall be subject to approval by the AD and authorization by the CMC via polling.</span><span style="font-size:11.0pt;color:black"><o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:11.0pt;color:black"> <o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:11.0pt;color:black">and that,<o:p></o:p></span></p>

<p class="MsoNormal"><span style="font-size:11.0pt;color:black">This update is central to the work of the Delta-DOR WG, and that<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:11.0pt;color:black">The SEA AD wishes to ask that the CMC approve the draft project DELTA-DIFFERENTIAL ONE WAY RANGING (DELTA-DOR) OPERATIONS.<o:p></o:p></span></p>
