Dear Margherita and Gilles,

It is clear to me that this discussion may well need to be escalated to the CMC.  That said, the CCSDS process is first for issues to be escalated to the CESG, and if the CESG cannot reach closure for the issue then, and only then to be escalated to the CMC.

The CESG has been copied on much of this discussion, but it has not yet rendered a decision, or failed to do so.  I assume that putting this on the CESG agenda will meet that requirement in a formal sense.

This seems to presume that the CESG will not reach closure.  Given the discussions to date that may well be the outcome, but that is not yet conclusive.

I  will forward your escalation request to CMC  following a discussion that will be put in the Agenda of the next CESG Telecon (10th March)

To this end:
@ SLS AD and SLS DAD : please prepare one slide  that summaries the issue
@ SEA AD : please prepare one slide to explain the reason for the "condition" issued at the CESG Poll


By the way, the CMC Teleconference will take place the day after our CESG Telecon (that is, it will take place on 11 March)
In that occasion, I will first introduce the topic and will then present the two slides above.

I will then report to CESG about the outcome.

Dear Margherita,

After a long and painful discussion about SEA condition to CESG Poll CESG-P-2019-12-002 Approval to release CCSDS 131.3-P-1.1, CCSDS Space Link Protocols over ETSI DVB-S2 Standard (Pink Sheets, Issue 1.1) for CCSDS Agency review, it has not been possible to reach a positive conclusion.

SLS Area considering that:

1) no PID on the document was reported as condition
2) making the Agency Review conditional on input (agreed by the C&S WG and SLS Area but) not provided by the Book Editor of another Agency is not legitimate
3) the main coordination issues requested by SEA AD are already approved in the WG but misses the input by the relevant Book Editors
4) the e-mail discussion involved CCSDS Areas

requests escalation of this issue to CMC.
