[CESG] SEA Resolutions for publication of updated SANA documents

Dear CCSDS Secretariat,

Secretariat:  Please submit these SEA resolutions for CESG approval and forwarding to the CMC.

These document edits are the result of issues discussed in the recent CESG and CMC meetings, and of working sessions within the SANA Steering Group (SSG), including the SANA Operator and the Secretariat staff.  They are, as a group, intended to clean up issues identified in this set of SANA documents and to clarify the focus, contents, and processes.  The other intended outcome is to provide, in one convenient document, all of the guidance that any WG needs to know in order to plan, document, create, and get approval of new or modified registries.

Summary of resolutions:

Resolution 1:  Initiate a poll to publish the new CCSDS URN NameSpace Policy as a Yellow Book, CCSDS 315.1-Y-1
Resolution 2:  Initiate a poll to publish the revised CCSDS Space Assigned Numbers Authority (SANA) – Role, Responsibilities, Policies and Procedures as a Yellow Book, CCSDS 313.0-Y-3
Resolution 3:  Initiate a poll to publish the revised CCSDS SANA Registry Management Policy (RMP) as a Yellow Book, CCSDS 313.1-Y-2
Resolution 4:  Initiate a poll to publish the revised Procedures for SANA Registry Specification as a Yellow Book, CCSDS 313.2-Y-2

CONSIDERING that:

The SANA Steering Group (SSG) has completed editing of the new CCSDS 315.1-Y-1 Yellow Book on CCSDS URN NameSpace Policy, and that
This document is intended to provide normative guidance to CCSDS Working Groups that require Uniform Resource Names (URN) and other documents, and that
The IETF "anchor document", RFC7738, specifying the root CCSDS URN has been published, and that
The SSG has achieved consensus on this item.

And RECOGNIZING that:

The CCSDS Organization and Processes (A02.1-Y-4 cor 2) Sec 6.1.6 states for Yellow Books that are normative documents on CCSDS itself:

Yellow Books may also be used to document CCSDS internal processes, procedures, and controlling guidelines. This document is itself a CCSDS Yellow Book, and it is a controlling document describing CCSDS procedures. Any CCSDS Yellow Book that is normative upon CCSDS itself requires CESG and CMC approval polling.

This document defines URN policies that are imposed upon all other WGs that wish to make extensions of the root CCSDS URN, and that
The SEA AD has reviewed this document and determined that the document is ready to be published.

That the Secretariat prepare the document for publication, and that
The Secretariat initiate a poll requesting CESG and CMC approval to publish this document.

SEA-R-2019-11-02:  Initiate a poll to publish the revised CCSDS Space Assigned Numbers Authority (SANA) – Role, Responsibilities, Policies and Procedures as a Yellow Book, CCSDS 313.0-Y-3

The SANA Steering Group (SSG) has completed editing of the revised CCSDS 313.0-Y-3 Yellow Book on CCSDS Space Assigned Numbers Authority (SANA) – Role, Responsibilities, Policies and Procedures, and that
This document is intended to provide normative guidance to the SANA Operator and to any CCSDS Working Groups that require the SANA to provide registries, and that
the SSG has achieved consensus on this item.

And RECOGNIZING that:

The CCSDS Organization and Processes (A02.1-Y-4 cor 2) Sec 6.1.6 states for Yellow Books that are normative documents on CCSDS itself:

Yellow Books may also be used to document CCSDS internal processes, procedures, and controlling guidelines. This document is itself a CCSDS Yellow Book, and it is a controlling document describing CCSDS procedures. Any CCSDS Yellow Book that is normative upon CCSDS itself requires CESG and CMC approval polling.

This document defines the SANA organization, operator, and SSG roles, and the responsibilities, policies, and procedures for establishing, operating, and requesting services of the SANA, and for managing the SANA as a service, and that
This document no longer contains the SANA Considerations section, template, and examples that which are now in the revised CCSDS 313.0-Y-2, and that
The SEA AD has reviewed this document and determined that the document is ready to be published.

the SSG has achieved consensus on this item.

And RECOGNIZING that:

The SEA AD has reviewed this document and determined that the document is ready to be published.

The SANA Steering Group (SSG) has completed editing of the revised CCSDS 313.2-Y-2 Yellow Book on SANA Registry Specification, and that
This document now provides, in one convenient place, all of the key items that all CCSDS Working Groups need to specify and request the SANA to create draft "Candidate" registries, and the procedures for documenting these requests and reviewing and formalizing these WG registries, and that
the SSG has achieved consensus on this item.

And RECOGNIZING that:

The CCSDS Organization and Processes (A02.1-Y-4 cor 2) Sec 6.1.6 states for Yellow Books that are normative documents on CCSDS itself:

Yellow Books may also be used to document CCSDS internal processes, procedures, and controlling guidelines. This document is itself a CCSDS Yellow Book, and it is a controlling document describing CCSDS procedures. Any CCSDS Yellow Book that is normative upon CCSDS itself requires CESG and CMC approval polling.
 and that,

This document defines in one place all of the policies and procedures that a Working Group must follow for creating, documenting, and requesting creation of draft, Candidate, local registries in the SANA, and the process that the SANA and the CESG will follow for reviewing, approving, and promoting these registries to Approved status, and that
This document now contains the SANA Considerations section, template, and examples that were in CCSDS 313.0-Y-2, and that
The SEA AD has reviewed this document and determined that the document is ready to be published.

RESOLVES to request:

That the Secretariat prepare the document for publication, and that
The Secretariat initiate a poll requesting CESG and CMC approval to publish this document.
