[CESG] [EXTERNAL] Re: Draft MoM of CESG Meeting

Dear All,

I just reviewed again the proposed set of edits to the original MoM that Margherita sent out.  There are short sections of text that I inserted:

  1.  Text quoted from the Registry Management Policy (CCSDS 313.1-Y-1) relative to the defined processes form managing the CCSDS Glossary
  2.  Text quoted from CCSDS 320.0-M-7, dated Nov 2017 that documented statements made during the CESG meeting re long-standing requirements to relinquish SCIDs and to not use them for archival purposes

With the exception of these two insertions, which we added for clarity, everything else in the edits I provided we are discussed during the meeting.  To leave these out is to leave the report inaccurate as to what was said and what it meant.  It is the case that we did engage in a certain level of technical discussion and argument, and the minutes of the meeting should reflect that, even if we did not reach a solid conclusion.

I am attaching the edits with those two sections, and an inaccurate statement caught by Gippo, removed.

I support Colin’s proposal to stay with the initial MoM text especially for the discussion regarding : CCSDS 870.10-Y-1, MO Services and on SOIS Electronic Data Sheets – Deployment scenarios
for which comments/edits submitted are conflicting and are more relevant as technical arguments to be discussed in the above mentioned yellow book.

Dear all,
                 I have some severe concerns about some of the revisions that are being made to the draft Minutes that Margherita issued on Wednesday. Various changes are being introduced that do not, to my recollection, reflect what was actually discussed during the meeting. MoM are not meant to contain detailed technical arguments (and certainly not add additional content not discussed at the meeting) , but reflect the significant points of discussion and capture the decisions made and actions allocated.

With this in mind I would propose, unless anyone identifies significant inaccuracies or omissions, that Margherita issues the original draft as the formal MoM.

Please see provided feedback on Mario's comments.  I believe that the PUS, and the MAL, are very different in nature and "footprint".  I do not think that they are "equivalent", but I do believe that there is a certain level of parallel features at a functional level in terms of what is exposed.
