thanks for your inputs.
Concerning your point 1, we can certainly do some brainstorming on the 
procedure for starting a Working Group. On top of the considerations from 
your e-mail, some time ago we also addressed the case where a book is due 
for 5-years-review by a WG that has been, meanwhile, disbanded. We 
considered that, re-staring a (new) WG only for that specific task would 
be very time-and-resources-intensive.
About updating the A02.1-Y-4 ( the  Org&Procs book) I have received also a 
couple of other proposed changes that shall be brought to the attention of 
CESG. These are, however, not conceptual changes, but only improvement of 
some text to make it more comprehensive.
If we will have sufficient time at the CESG meeting, your ( and other) 
proposed changes can be addressed,  then the discussion will continue, if 
needed, via e-mails or telecon.
Updates to the Org&Proc YB have so far been done not via formal Agency 
Review, but via corrigenda. When a certain set of changes is produced, the 
changes can be gathered into a new issues. The changes have to be 
concurred by CESG and CMC.

About point 2, concerning adoption of external specifications, can you 
prepare a short text, or a slide, to introduce the discussion?

I will update the Agenda to contain the two discussion topics.

Hi, Margherita.  I would like to propose two topics for discussion at the 
CESG meeting:
1.       A general principle articulated in section 2.1 of A02.1-Y-4 is:
 
WORKING GROUPS (WGs) that are chartered to produce specific standards on a
specific schedule and within specific resource envelopes, and then go out 
of business.
 
But that’s not how we work now; working groups generally continue 
indefinitely (like the old Panels), adding new Projects as new tasks 
arise, and in part this is because the procedure for starting up a new 
working group is resource-intensive.  Should we simply abandon that 
organizational principle and revise the Yellow Book accordingly?  If not, 
is there some way to make the formation of new working groups faster and 
easier?
2.       In some cases, CCSDS chooses to adopt specifications developed 
elsewhere as CCSDS standards.  Those specifications are sometime published 
standards, but sometimes they are work in progress within other 
organizations (e.g., IETF).  What is the best way to attribute this 
imported work, to (a) ensure that the resulting standards are unambiguous 
in their references to elements of the source material and (b) minimize 
the chance of lawyers getting involved?  For example, should we define an 
additional type of Annex whose content is the entire source text that is 
being referenced?
 
One last minor point: the start time for agenda item 5 looks incorrect.
