[CESG] Fwd: [MOIMS] New Projects approved via instant poll by CMC

Dear Mario, dear David,
sorry , I have overlooked to put your two NAV projects in the list of CMC 
approved projects.
The CMC did not request a concept paper for those two projects.

So, in total, for the MOIMS area, the following has been approved by "show 
of hands" (a.k.a. instant poll):

NAV Working Group:
•NAV-1:  Request to create new project for revision of CCSDS 508.0 
Conjunction Data Message
•NAV-2:  Request to create new project for development of 503.0 Tracking 
Data Message V3
•
SM&C Working Group:
•SM&C-3: Approve new project for 5-y revision of MO Reference Model MB
•SM&C-4: Approve new project for 5-y revision of XTCE GB
•SM&C-5: Approve new project for 5-y revision of XTCE Element Description 
GB
•SM&C-6: Approve new project for MO File Management Service BB

I will inform  Brian that also for the two NAV projects it is not required 
to issue the relevant CMC Poll, and that the projects can be entered in 
CWE as approved projects  (or transition from draft to approved, as 
needed).

Dear CESG,

I fully symphatise with David’s complain: this what happens when rules are 
invented on the fly and applied randomly. Indeed there is no fundamental 
difference from the SM&C new projects and the NAV ones and I have 
difficulty in justifying a different behaviour with David.

I would appreciate if clarity is made by the CESG chair.

Mario:

This is nice, but it makes me wonder why the Nav WG proposed new projects 
were not also approved by "Instant Poll". This is the first time I've ever 
heard of "Instant Poll"; I don't see anything about it in the 
"Organization and Processes for the Consultative Committee for Space Data 
Systems" Yellow Book. What are the rules for this type of poll?

at yesterday's CMC meeting, some new projects were approved via "instant 
poll" . You will receive the relevant information by Calvin, but I would 
like to preliminarily  inform that the projects that got approved are the 
following: 

SLS Area: 
- Issue 3 of CCSDS-121.0-B “Lossless Data Compression” Blue Book 
- Issue 4 of CCSDS-120.0-G “Lossless Data Compression” Green Book 

MOIMS Area : 

- 5-y revision of MO Reference Model MB 
- 5-y revision of XTCE GB 
- 5-y revision of XTCE Element Description GB 
- MO File Management Service BB 

Therefore, for those projects  it is not required to issue the relevant 
CMC Poll.
