Dear Nestor, Gippo, et al,

I really must object to the assertions that Gippo has made about unilateral changes in procedures that he wishes to make.  There is absolutely nothing in our CCSDS Procedures document that requires the use of a PID form for CESG inputs during all reviews.  Nor is there anything that would permit him to reject, out of hand, CESG inputs because he does not like the form in which they were provided.  There was also some assertion made by Gippo, during the discussion, to the effect that I had no business discussing CESG inputs with the technical editor of the book in question, the VCM document, and that I should have been communicating instead with the AD or DAD.

Every one of these assertions goes against both policy and practice.

5.3.5.4.3 Conditional Approval
In the case of conditional approval.

a)       the party responsible for the subject of the poll, e.g., a WG chair or someone delegated by the WG chair (e.g., a technical editor), shall act as rapporteur to address the conditions;

b)       within 60 days of poll closure, the rapporteur shall report dispositions of all approval conditions to the Secretariat and,

c)       in the case of a document approval poll, deliver an updated version of the document reflecting disposition of the approval conditions;

And, on pg 6-8, as part of the section on Normative Doc processes

6.2.2.2.4 The CESG shall review the proposed draft and vote on whether it should be released for Agency review:
.          a)  If the CESG determines the document requires improvement prior to CCSDS Agency review, the CESG shall return the document to the WG for remediation:
.          1)  if the poll results in disapproval, the WG must resubmit the document for a new CESG approval poll after responding to the reasons for rejection; 

.          2)  if the poll results in conditional approval, the approval process shall be suspended until the conditions have been satisfied. 

.          b)  If the CESG approves the document for CCSDS Agency review, the Secretariat shall initiate a CMC poll for authorization to release the document for review. 


There is nothing in our processes that supports Gippo's assertions, either about the form of CESG inputs, nor about the use of PIDs, nor about rejecting CESG inputs, nor about the AD being the "gatekeeper" for CESG inputs to the WG.  These are all fabrications and I request the CESG chair, and the rest of the CESG, to reject them.  If anyone feels that there is merit to any of this as process changes then the usual consensus building process (Annex G) should be followed.

It is just not acceptable to have CESG members making up arbitrary new rules.

The process of actually reviewing CCSDS documents for technical content, issues, consistency, and presentation is a time consuming one.  It is easy to say "Approve unconditionally" or "Abstain", but neither of those options, while easy, do anything to sustain the quality of our documents.  Well considered technical review, on the other hand, does address this quality issue and that is the process that the CCSDS has agreed to follow.   Short-cutting this process, interfering in it, or making it more onerous, are not paths to success.

        here are my comments.
1) CCSDS Fall 2017 meeting logistics at Marriott The Hague
Even if this was not really discussed in the telecon, you may want to add the information (confirmed by ) that ISO WebEx does allow for toll-free call-in numbers.

2) Polls with conditions not yet resolved
Please add the SLS statement done during the meeting as follows:
<<SLS AD stated that in future any poll condition not formulated as "PID in the form FROM-TO" will be considered invalid by SLS Area.
SLS AS also stated that CESG cannot ask Agencies and WGs to stick to rules if those rules are not respected by CESGers with implied chameleon condition and longer processing time.>>
Moreover can you please change from "        The proposed modifications will be discussed at the next physical meeting." to "C&S and RFM WGs will discuss at the next physical meeting additional replies to SEA AD Conditions".

3) Confirmation of Holger Dreihahn, effective 1 January 2018 as the CSTS WG Chair
QUESTION: it is stated: As no candidate nomination was received for Deputy Chair, the position is currently vacant
Is the position vacant or is the formed Deputy Chair still in charge?

4) CMC discussion to change the IOAG liaison .....
I think your bullet #1 should mention IOAG and not CMC; i.e. "To continue with the current status, i.e. CESG Chair is the liaison to the IOAG"
