Dear CESG Members:
Conditions for approval of CESG-P-2017-07-002 Approval to release CCSDS 141.0-R-1, Optical Communications Physical Layer (Red Book, Issue 1) for CCSDS Agency review have been resolved to the satisfaction of the ADs who voted to approve with conditions. The Secretariat will now proceed with CMC polling.

Peter,
At the Optical Working Group teleconference this morning, I reviewed
your remaining three unsatisfied conditions (the blue sections you added
to the WG response slides) regarding the HPE physical layer draft Red Book.
The Working Group has reached consensus on how to respond to the three
conditions.
The condition to add a definitions section and refer to seminal papers
or other documents is accepted.
The condition to provide more detail in the rationale is accepted.
The condition to "add space-to-space" is rejected, for a fundamental
technical reason. The reason is that the modulation in the
specification is suitable only for links which go through the
atmosphere; other, coherent methods would be more suitable for
space-to-space links. Wording relating to this reason will be inserted
into the document.
If this satisfies your concerns regarding approval of the document, let
me know.
If it does not, please let me know also. In that case, the Working
Group accepts your suggestion for you to approve the document now under
the contingencies you outlined in your Oct. 11 email (below), and to
escrow these conditions to make sure they are captured and properly
dispositioned as RIDs without further CESG input.
In either case, my understanding is that you are comfortable with
allowing the document to proceed. I will draft updated language to
supply Tom Gannet for him to update the working copy in preparation for
his release of the Red Book.
