[CESG] Proc & Org YB: Updated Liaison text for discussion at the next CESG meeting

Dear all,

I have prepared an updated liaison text considering all inputs received. 
This will the basis to kick-off the discussion next Monday. 



Note: changes are tracked wrt current approved YB.

I also attach the list of the current CCSDS liaisons and our current 
delegates. (please be aware that "Point of Contact" is not used at all in 
the YB)



We should also discuss if some of the liaisons are still essential./ 
necessary
